In order to speed up the march to a technological innovation center with global influence, adhere to a global vision and international standards, better serve the development of foreign-funded R&D centers, further create an environment conducive to enterprise innovation and development, and promote the cross-border flow and global allocation of innovative elements. We hereby propose the following opinions on further supporting foreign-funded R&D centers to participate more deeply and more widely in the construction of Shanghai’s technological innovation center with global influence: 

1. Support foreign investors to establish R&D centers with independent legal personality in Shanghai, and support foreign R&D centers to upgrade to global R&D centers. For global R&D centers with more than 100 R&D personnel and R&D centers with independent legal personality, refer to the „Provisions of Shanghai Municipality on Encouraging Multinational Companies to Set up Regional Headquarters“ (Hufufa [2017] No. 9), and grant RMB 5 million in funding for the establishment ; With an office area of ​​no more than 1,000 square meters and no more than RMB 8 per square meter per day, a three-year housing subsidy is provided at 30% of the rent. 2. Support foreign investment in the establishment of various forms of open innovation platforms to effectively connect the innovation resources of multinational companies, small, medium and micro enterprises, and innovation teams, and build an open innovation ecosystem. For the districts where each open innovation platform is established, the open innovation platform shall be subsidized for three years at a rate of 30% for the office area of ​​no more than 1,000 square meters and no more than RMB 8 per square meter per day. 3. Strengthen policy guidance on the construction of national and municipal enterprise technology centers for foreign-funded R&D centers, and increase the proportion of foreign capital in the city’s national and municipal enterprise technology centers; improve basic innovation capabilities, breakthroughs in key core technologies, and intelligence For municipal enterprise technology centers for green manufacturing and other projects, refer to the „Shanghai Municipal Industrial Technology Innovation Special Support Implementation Rules“ (Shanghai Jingxin Technology [2015] No. 769), and give no more than 50% of the project-related investment, and the total amount does not exceed 3 million Special support in RMB; support foreign R&D centers to lead the construction of manufacturing innovation centers, various industrial technology transformation platforms, and encourage joint research and collaborative innovation for cutting-edge technologies, common key technologies, and cross-industry fusion technologies to create cross-industry , A shared and coordinated manufacturing innovation ecosystem, using appropriate methods to provide special support. 4. Provide special financial support to eligible foreign investment in major R&D projects in strategic emerging industries. For major projects supported by investment subsidies, the support ratio of industrial development projects generally does not exceed 10% of the new investment, and the support ratio of major technological research projects, demonstration application projects, and public technology innovation service platforms generally does not exceed 30% of the new investment. %. 5. Support foreign-funded R&D centers to apply for key projects of large scientific facilities, and provide key guarantees after the applications pass the expert review. Encourage and support foreign-funded R&D centers to participate in the construction of functional platforms for R&D and transformation; encourage and support foreign-funded R&D centers to participate in the construction of Shanghai R&D public service platforms, share large-scale equipment and related R&D experimental services of the common R&D public service platform; encourage and guide foreign investment The R&D Center uses preferential policies such as „Science and Technology Innovation Vouchers“ to carry out scientific and technological innovation activities. 6. 7. Through the city’s industrial transformation and upgrading investment fund, guide all kinds of social capital to support the industrialization of foreign R&D centers‘ research and development results in this city, and provide convenience and support for the invested projects in terms of land and talents. 8. Encourage foreign-funded R&D centers‘ innovation results to be exchanged on service platforms such as the National Technology Transfer Eastern Center, and support foreign-funded R&D centers to prioritize their connection with domestic and foreign innovation service channels and social capital. Foreign-funded R&D centers that realize technology transfer in the city or purchase (license to use) the technology results of universities and scientific research institutes in this city can enjoy the relevant policies for the transfer and transformation of scientific and technological achievements in this city. 9. Improve the international competitiveness of the R&D environment, simplify the import procedures of samples and reagents for R&D of qualified foreign R&D centers in accordance with the law, and create convenient conditions for the operation of foreign R&D centers. Priority will be given to foreign-invested R&D centers for the examination and approval of qualifications for inspection applications, and priority will be given to upgrading credit and classification management levels. 10. Improve patent funding policies, support foreign R&D centers to apply for PCT international patents and domestic invention patents, and increase support for patent creation and application. For each invention patent authorized through the PCT channel, a total of no more than 250,000 yuan will be granted, and the amount of funding from each country will not exceed 50,000 yuan, and no more than 5 countries. 11. Strengthen the protection of intellectual property rights for foreign-funded R&D centers, and explore the development of a one-stop comprehensive service that integrates patent review, rapid right confirmation, and rapid right protection through patent priority examination and China (Pudong) Intellectual Property Protection Center. Improve the intellectual property protection model of administrative law enforcement and judicial protection with complementary advantages and organic connection, increase the punishment of infringements, improve intellectual property credit management, and improve the diversified settlement mechanism of intellectual property disputes. 12. Encourage foreign investment in the intellectual property service industry, support internationally renowned intellectual property service organizations to carry out intellectual property service businesses in accordance with the law, and provide enterprises with efficient, convenient and safe intellectual property services. Explore the establishment of the PCT Patent Examination Center of the Patent Office of the State Intellectual Property Office in Shanghai, strengthen the construction of the intellectual property public service platform, improve the search and consulting functions, promote the interconnection of basic intellectual property information such as patents, trademarks, and copyrights, and improve the use and services of intellectual property information ability. 13. Talents hired by foreign-funded R&D centers can enjoy the entry and exit policies and measures adopted by the Ministry of Public Security to support the construction of the Shanghai Science and Technology Innovation Center. Provide convenience for Chinese talents to apply for entry and exit documents in Hong Kong, Macau, Taiwan or abroad; relax the validity period of visas for foreign talents, issue long-term (5-10 years) multiple-entry visas for qualified foreign talents, and You can apply for work permits and work-type residence certificates with this visa; provide convenience for foreign talents to apply for R (talent) visas, long-term residence and permanent residence. 14. Foreign R&D personnel hired by foreign-funded R&D centers may directly apply for foreigners to work in China. The methods of „information + commitment“ and „acceptance of vacancies“ are adopted to provide convenience for foreign talents to apply for work permits. For high-end talents and talents in short supply employed by foreign-funded R&D centers that have made outstanding contributions to the city’s scientific and technological research and development, achievement transformation, etc., certain funding will be given in accordance with the city’s talent policy. Encourage foreign-funded R&D centers to introduce top scientists in the industry to create a convenient environment for their scientific research activities. Support all districts to carry out the pilot program of the „all-in-one card“ service for foreign high-level talents, and establish channels for housing security, children’s enrollment and medical care. Increase support for talent programs such as leading talents for high-level talents from foreign R&D centers. Encourage qualified foreign-funded R&D centers and related products to participate in the first (set) of major technical equipment, property insurance for key R&D equipment, product liability insurance, product quality assurance insurance and other products. 16. Establish a multi-channel and multi-form foreign R&D center service mechanism. Unblock the communication channels between government departments and enterprises, study and solve the difficulties and problems of enterprises in a timely manner; integrate resources from all parties to provide high-quality public and professional services for foreign R&D centers; rely on the Shanghai enterprise service platform to collect and publish the technology of relevant departments Innovate policies and increase policy awareness.
